Enmax, a leading utility provider, delivers electricity to homes and businesses across Alberta and Maine. As a regulated utility operating power plants and critical infrastructure, upholding strict security protocols to protect physical assets and information systems is critical for Enmax.
With over 250 contractors per project, they play a key role in major facility turnaround projects, where safety, compliance, and coordination are imperative. Their access to the required training is no different. This security-first environment presented a unique challenge: how to efficiently deliver site-specific training to large groups of contractors without access to internal IT systems.

Xpan partnered with Enmax to implement the Xact Learning Management System (LMS), a purpose-built portal designed to meet the unique training and compliance needs of secure, high-risk environments.
With Xact LMS, Enmax creates and delivers customized, site-specific safety training modules for contractors. The portal operates outside of Enmax’s internal network, eliminating security risks while remaining fully accessible to external users and providing relevant data to Enmax Administrators. Contractors could easily log in, complete their required training, upload and verify safety certifications and compliance, all in one streamlined system.
A key feature of the system is the use of digital certificates with QR codes. These allow for instant, contactless verification of training completion at site access points. It proved to be an invaluable tool during the COVID-19 pandemic when social distancing was important to protect public health. This remains a verification tool, ensuring that only qualified and compliant personnel can enter high-security areas while significantly reducing paperwork and manual checks.
Xpan’s Xact LMS provided Enmax with a secure, scalable solution to train, certify, and manage large contractor workforces efficiently.
